Finish driver education: 30 hours in class and 6 behind the wheel.
You can enroll at 14½ if you are working toward a high school diploma or a GED, through a North Carolina high school or a licensed commercial school. Bring a birth certificate or passport to enroll. The class is 30 hours and includes a vision and medical screening. The driving phase is at least 6 hours behind the wheel.

Pass the written, sign, and vision tests for a Level 1 permit.
You must be 15, 16, or 17 and have the driver education certificate. During the first six months, a Level 1 permit lets you drive from 5 a.m. to 9 p.m. with your supervising driver. After those six months you may drive at any hour, still with the supervising driver.

The written test, the sign test, and vision. - 03
Hold Level 1 for nine months and log 60 hours.
The driving log needs at least 60 hours, and at least 10 of them at night. The supervising driver signs the log. You bring it when you apply for the Level 2 license. Night hours are after sunset, when it is no longer daylight.

Pass the road test for Level 2.
You must be 16 or 17, have held Level 1 for nine months, and have no conviction for a moving violation or a seat-belt or mobile-phone infraction in the last six months. You can test at a certified driver education school or at an NCDMV office. At the office, bring the permit, the log, proof of liability insurance in the teen driver's name, and your own vehicle. The registration has to be the original card, and the vehicle has to pass the pre-trip inspection. A phone photo of the insurance card is not accepted.

Get the Level 2 license, then a full Class C at 18.
Level 2 is the limited provisional license. Once you turn 18, you can upgrade a Level 2 license directly to a Class C license online. You do not have to hold a Level 3 provisional license first.

Topics North Carolina learners often miss

Road signs by shape & color
NC often tests signs separately — identify signs by shape and color until they feel automatic.

Right-of-way & sharing the road
Yielding to pedestrians and bicyclists and intersection right-of-way are frequent weak spots.

Headlights & vehicle equipment
When headlights are required and related equipment rules show up often in NC-style prep.

Traffic laws & safe driving
Speed, following distance, and everyday safe-driving habits from the NC Driver Handbook.
