Age 16 · School-led permit
Start with a driving school and behind-the-wheel training. You cannot get a license until 17.
Already licensed elsewhere?
- 01
Enroll, then get the special learner permit.
At 16 you start in a behind-the-wheel course at a high school or a licensed driving school. Complete form BA-412D and present your documents at the school. The school schedules the knowledge test when you are ready.

Pass the knowledge test and the vision test.
You take both tests at the school. If you fail the knowledge test, you can re-test in 7 days. If you pass, the permit is validated and you can go to behind-the-wheel instruction.

The knowledge test and a vision screening, taken at the school. - 03
Finish six hours behind the wheel.
Complete six hours of instruction in a dual-controlled car with a licensed instructor. Then the school, the student, or a parent takes the permit to an MVC agency that offers driver testing. The agency validates it for practice driving.

Practice with a supervising driver for six months.
Schedule the road test for six months after you pass the knowledge test. You cannot get a license until you are 17. The supervising driver in the front seat must be at least 21, hold a valid New Jersey license, and have at least three years of driving experience. Log 50 hours, including 10 in darkness. A parent, guardian, or supervising driver completes form BA-CSD and you bring it when you apply for the license. Permits issued on or after February 1, 2025 follow this hours rule.

- 05
Pass the road test.
If you fail, you can re-test in 14 days. If you pass, MVC stamps the permit.

Get the probationary license.
Pick it up at the road-test location when that office issues it, or at any licensing center with the stamped permit and your documents. No appointment is required for that issuance visit. You have two years from the permit to reach this license, or you must get a new permit.

The probationary license, after a stamped permit. - 07
Drive on your own for one year, then get the basic license.
Unsupervised driving lasts one year. Upgrade the probationary license to a basic license online once that year is done and you have turned 18. During this probationary period you cannot drive between 11:01 p.m. and 5:00 a.m. unless you carry the employment or religious exemption letter, and you must display the required decals. No phone, hands-free or not. Seat belts the whole time. If you do not upgrade within 3.5 years, make an appointment to renew the probationary license.

Practice with a supervising driver for six months.
Schedule the road test for six months after you pass the knowledge test. The supervising driver in the front seat must be at least 21, hold a valid New Jersey license, and have at least three years of driving experience. Passengers are a parent, guardian, or your own child, plus one other person unless a parent or guardian is in the car. Log 50 hours, including 10 in darkness. Only form BA-CSD counts at licensure, not the log in the teen guide. Permits issued on or after February 1, 2025 follow this hours rule.

Topics NJ learners often miss

Traffic signs & signals
Regulatory, warning, and guide signs — including shapes and colors the MVC expects you to recognize quickly.

Right-of-way & intersections
Who goes first at stops, yields, turns, and pedestrian situations — a frequent weak spot on practice runs.

Seat belts & passenger rules
New Jersey seat-belt and passenger requirements show up often; don’t treat them as optional trivia.

Highways, parkways & sharing the road
Lane use, merging, following distance, and NJ roadway norms that differ from “generic US” quizzes.

- Yes. You can start free New Jersey MVC practice tests on VehiWheel — the first 3 NJ tests at no cost. The Exam Emulator uses that same free pool until you unlock Premium for the full bank.
- Does this help with the New Jersey permit knowledge test?
- Yes. The MVC written knowledge exam is what most learners mean by the permit test. VehiWheel practices those knowledge topics for New Jersey. Always pair practice with the official NJ Driver Manual.
- Is VehiWheel the official New Jersey MVC?
- No. We are an independent study app. Selecting New Jersey loads NJ-focused practice and exam content. Confirm fees, GDL steps, and final rules on the official MVC site and Driver Manual.
- Does New Jersey use MVC instead of DMV?
