- 01
Apply for a learner permit at 16.
New York residents 16 and older can apply. Prepare for the permit test, gather the documents for your class, and bring them to a DMV office. Under 18 you follow the graduated license phases.
- 02
Pass the permit test.
You need the learner permit before you start the pre-licensing course. Study the driver's manual.

Take the pre-licensing course, or the 48-hour school program.
Every new driver completes the DMV pre-licensing course, about 5 hours, before the road test, unless they finish a 48-hour driver education program at a high school or college. The 5-hour course does not include driving practice. You must already hold the learner permit. The online course is only for applicants who are at least 18.
- 04
Practice 50 hours, including 15 after sunset, and wait six months.
A Class DJ or MJ learner permit needs at least 50 hours of supervised practice, including 15 hours after sunset. A parent or guardian signs the Certification of Supervised Driving and you bring it to every road test. If you are under 18, wait at least six months from the permit date before you schedule the road test.

Get the junior license, then the full license.
Under 18 you are in the graduated license. Every new license holder, at any age, has a 6-month probationary period. Certain driving convictions can suspend or revoke the license during that period. Read the junior-license limits before you drive alone.

Topics New York learners often miss

Road signs (don’t skip these)
NY’s written test commonly includes a road-sign section with its own minimum — treat signs as a must-pass topic, not an afterthought.

Right-of-way & intersections
Stops, yields, turns, and pedestrian situations — frequent misses when learners only skim the Driver’s Manual.

Parking & city driving rules
Parking, stopping, and urban roadway norms that generic “US DMV” quizzes often underplay for NYS.

Alcohol & safe driving
DWI/alcohol awareness and everyday safe-driving rules — must-know material for permit and license prep.
