- 01
Complete the physical, then apply at 16.
You need a learner's permit before you drive. The physical examination is part of the application. After the physical, you take the vision and knowledge tests.
- 02
Pass vision and the knowledge test.
PennDOT issues the learner's permit after those tests. The eligibility date for the road test is printed on the permit. You can schedule the road test early, as long as the test date is not before that eligibility date.

Vision and the knowledge test. - 03
Practice for six months and log 65 hours.
Under 18, complete at least 65 hours of behind-the-wheel practice, including at least 10 hours at night and 5 hours in bad weather. A supervising driver who is at least 21 rides with you. A parent or guardian certifies the hours. Hold the permit for six months from the issue date before the road test.

Get the junior license.
You cannot get an unrestricted license before 18 unless you have a crash-free and conviction-free record for 12 months and you have finished an approved driver education course. That early upgrade also needs the parent or guardian consent form.

Topics Pennsylvania learners often miss

Traffic signs, signals & markings
Signs and pavement markings are core PennDOT material — every sign question counts on a short knowledge exam.

Pennsylvania driving laws
State-specific rules from the Driver’s Manual that generic “US DMV” quizzes often skip or oversimplify.

Right-of-way & intersections
Stops, yields, turns, and pedestrian situations — frequent weak spots when the exam is short but strict.

Safe-driving practices
Following distance, sharing the road, and everyday safe-driving habits that show up in PUB 95 sample topics.

- Is VehiWheel the official PennDOT?
- No. We are an independent study app. Selecting Pennsylvania loads PA-focused practice and exam content. Confirm fees, retakes, and final rules on the official PennDOT / dmv.pa.gov site and Driver’s Manual.
- How do I start Pennsylvania practice?
